Policy Statement
The College seeks to promote a healthy and responsible campus environment which is conducive to teaching and learning.
Purpose/Authority
É«ÖÐÉ« recognizes that the misuse of alcohol and other drugs is a serious problem in our society and our community. Federal and state law prohibits the unlawful use, possession, or distribution of alcohol or illegal drugs on campus. Students who use, possess or distribute alcohol or illegal drugs on campus will be subject to disciplinary action as set forth in the College's code of conduct and civil and state laws. This prohibition extends to any student on College grounds, whether he or she is a member of the College community or not.

This document is in compliance with Federal Drug-Free Schools and Campus Regulations, Minnesota State policies, other state and local laws, É«ÖÐÉ« has adopted the following policies regarding the use of alcohol and other drugs:
- No student shall use, possess, manufacture, sell, or otherwise distribute any alcoholic beverage, illegal drug or any controlled substance while on-campus or while off-campus and involved in a College-sponsored activity, service, project, program or work situation.
- No student shall report to campus while under the influence of alcohols or a controlled substance, which affects alertness, coordination, reaction, response, judgement, decision-making, or safety.
- Exceptions include medically authorized use of prescription drugs
- Although the Minnesota cannabis law allows Minnesotans to use, distribute and grow marijuana, the possession and use of marijuana remains illegal under federal law, including the Drug Free Schools and Communities Act, Title II of the Comprehensive Drug Abuse Prevention and Control Act of 1970, the Crime Awareness and Campus Security Act of 1989, and Board Policy 5.18. Therefore, the use, possession, production, manufacture, sell and/or distribution of marijuana continues to be prohibited within and outside É«ÖÐÉ« buildings, including the College’s owned or controlled property, or at any event authorized or controlled by the College or an entity doing business with the College.
Sanctions may include but are not limited to: Students found to have violated this policy will be subject to disciplinary action according to the Student Code of Conduct, including, but not limited to any one or all of the following:
- Confiscation of any alcohol, drugs, or paraphernalia
- Conduct warnings or probation
- Counseling or medical referral
- Suspension or expulsion from the college
- Referral to law enforcement agencies for prosecution of charges
