Part 1. Purpose Statement:

In accordance with Minnesota Statute 搂124D.09 and Minnesota State Policy 3.5, this procedure governs the implementation of the Post-Secondary Enrollment Options program at 色中色.

Subpart A. Admissions Requirements for PSEO Students.

Section 1. Eligibility Standards.

PSEO participation shall be available to sophomores, juniors and seniors enrolled through a Minnesota high school, home school, or alternative learning center who present evidence of the ability to perform college-level work. Such evidence includes the following:

  • Seniors: Class rank in the upper one-half of their class, or score at or above the 50th percentile on a Minnesota State recognized nationally standardized, norm-referenced test (such as ACT, SAT, Aspire, or PSAT), or cumulative GPA of 2.5 (on a 4.0 scale) or better
  • Juniors: Class rank in the upper one-third of their class, or score at or above the 70th percentile on a Minnesota State recognized nationally standardized, norm-referenced test (such as ACT, SAT, Aspire, or PSAT), or cumulative GPA of 3.0 (on a 4.0 scale) or better
  • Sophomores: A student who is in 10th grade and has attained a passing score (proficiency level of 鈥渕eets or exceeds鈥) on the 8th grade Minnesota Comprehensive Assessment (MCA) in reading and meets any other course prerequisites or course enrollment standards established by the college, including but not limited to assessment test scores, program admission, or other requirements, may enroll in a career or technical education course.
  • Early Middle College: A student who is participating in an approved Early/Middle College (EMC) program must meet the same eligibility criteria. 19-21 year old students follow the 12th grade criteria.

Section 2. Eligibility Review Process.

  • Evidence presented by students seeking to participate in the PSEO program will be reviewed as part of the admission process. This process shall address each of the criteria in Section 1 of this procedure and shall include faculty participation as appropriate. Students must have successfully completed all PSEO admissions requirements to 色中色.
  • Students who are in the 11th or 12th grade who are applying for technical coursework and do not meet the eligibility requirements will be required to demonstrate that they have the ability to successfully complete college coursework at a C level or higher. One or more of the following criteria may be reviewed before an admission decision is determined:  recommendations from a high school contact person, coursework taken in high school, GPA, class rank, assessment testing, and Minnesota State recognized nationally standardized, norm-referenced test results. A student who seeks to change their declared major must meet stated PSEO criteria at the time the request is made.

Section 3. Career and Technical Education (CTE) Pathway.

  • A 10th-grade student may enroll in one Career Technical Education (CTE) course during the first semester of enrollment. If the student earns a 鈥淐鈥 or higher grade in this first course, the student is eligible to take additional post-secondary courses while in 10th grade.
  • A student who first enrolls under this provision while in 10th grade and wishes to enroll in general education courses as an 11th or 12th grade student must meet pre-requisite requirements prior to registration.

Subpart B. PSEO Admission Appeal.

An applicant who is denied acceptance into the PSEO program has the right to appeal the decision to the college. The appeal process requires:

  • Student must submit a PSEO Admission Appeal Form
  • Student must submit a letter of appeal
  • Student must submit a letter of support from a school contact person

Appeals must be received prior to the start of the academic term.

Subpart C. PSEO Student Support, Enrollment, and Performance.

Section 1. Student Support.

PSEO students will be provided information that:

  1. describes available academic and student support services; and
  2. outlines student responsibilities, including their responsibility to communicate with their high school about their academic performance in courses offered through PSEO.

Section 2. Student Enrollment.

Students choosing to enroll in PSEO courses, including PSEO concurrent enrollment courses, shall meet the requirements of Board Policy 3.3 and System Procedure 3.3.1, Assessment for Course Placement, before enrolling. PSEO students must meet age-specific requirements for each course. Students are not eligible to take courses that involve traveling out of the school area (e.g., trips to Colorado, Africa, Germany).

Section 3. Student Performance and Program Effectiveness.

色中色 will collect data about the performance of each student enrolled in courses through PSEO for use in monitoring student progress and measuring PSEO program effectiveness. This data shall be reported to the system office.

Subpart D. PSEO Offered through Concurrent Enrollment Courses.

Section 1. Definition.

As defined in Policy 3.5, a PSEO concurrent enrollment course is a course made available through the PSEO program, offered through a high school, and taught by a high school teacher. As specified in Minnesota Statute 搂124D.09, concurrent enrollment courses enroll only high school students who may earn both high school and college credit for satisfactorily completed courses.

Section 2. PSEO Concurrent Enrollment Courses.

PSEO concurrent enrollment courses shall be college-level courses approved through the curriculum process, shall meet institutional standards required for accreditation, and shall follow the college approved course outline.

Section 3. Concurrent Enrollment Agreements.

An agreement must be completed to offer one or more concurrent enrollment courses, signed by the appropriate representative of each party which includes the college and the high school district. This agreement shall address at a minimum:

  1. qualifications and responsibilities of high school instructors, including documentation of high school teacher qualifications;
  2. college support to be provided to the instructor; ;
  3. other resources, such as laboratory space and course materials, needed to support quality concurrent enrollment teaching and learning;
  4. compliance with student participation; ;
  5. financial arrangements for offering the course(s); and
  6. duration of the agreement and frequency of its review, which shall be at least annually.

The form of the agreement between a district and a college and the financial arrangements for delivering concurrent enrollment courses shall be in conformance with system-determined practices for concurrent enrollment agreements that exist at the time the agreement is signed.

Section 4. PSEO Concurrent Enrollment Instructor Support.

For each high school teacher approved to provide PSEO instruction as a concurrent enrollment instructor, the college or university shall:

  1. provide a college faculty mentor who shall communicate regularly with the concurrent enrollment instructor and monitor assignments, exams, projects, student academic achievement, and instructional effectiveness to ensure that the course meets the learning outcomes contained in the course outline approved by the college and that students are held to college-level standards; and
  2. provide each concurrent enrollment instructor with a required orientation to the concurrent enrollment program and on-going opportunities to participate in appropriate campus-based and/or program-specific faculty development activities.

Section 5. PSEO Concurrent Enrollment Instructor Designation.

Designation of a high school teacher to be a concurrent enrollment instructor requires:

  • completion of an application by the high school teacher;
  • approval by the teacher's principal as part of the application; and
  • approval by the college after consultation with faculty in the relevant discipline.

Participation in a concurrent enrollment program by a high school teacher shall require compliance with all expectations for communicating with the college faculty member and participation in any required orientation and professional development activities, as outlined in the concurrent enrollment agreement.

Section 6. PSEO Concurrent Enrollment Instructor Qualifications.

The minimum qualifications for concurrent enrollment instructors shall meet the system established credential fields and minimum qualifications for faculty are designated in Board Policy 3.32 and System Procedure 3.32.1 College Faculty Credentialing.

Section 7. Students in PSEO Concurrent Enrollment Courses.

PSEO concurrent enrollment courses shall not simultaneously enroll PSEO and non-PSEO high school students.

Subpart E. PSEO Student Performance Requirements.

To continue enrollment in the PSEO program a student must:

  • Adhere to the Satisfactory Academic Progress policy;
  • Achieve a cumulative 2.0 grade point average and complete 67% of registered courses;
  • Complete the Post-Secondary Enrollment Options form each semester including signatures of the secondary school representative and a parent/guardian if under 18; and
  • Comply with SCC鈥檚 policies.

Subpart F. Graduating PSEO Students.

PSEO students continuing their education at 色中色 after high school graduation need to submit Form. An updated high school transcript with posted graduation date will need to be obtained from the high school.

Subpart G. Funding Information.

  • Tuition, required course materials, and fees are paid for by the PSEO program. The student is responsible for any other costs incurred at the college (library fees, transportation, optional/recommended course materials, and/or supply/classroom fees not covered in tuition costs).
  • The student is financially responsible for tools, clothing, and any consumable supplies.
  • The student is financially responsible for any rented course materials not returned by the date established by the College. The student will be charged accordingly for any rented course materials that are not returned on time and in the same condition as when they are picked up.
  • PSEO funding will cover additional course fees of up to $100 per credit.
  • Early Middle College students can enroll in developmental courses and are eligible to take classes during the summer.
