色中色 (SCC) proudly serves international students from numerous countries around the world. We offer a diverse, inclusive, and equitable learning environment for students pursuing a higher education qualification from a number of available programs (please refer to our Majors and Programs webpage for more information).
SCC has been authorized by the Student and Exchange Visitor Program (SEVP) to accept international students who meet admission requirements set by the school and according to the Code of Federal Regulations (8 CFR 214.2). SCC is an SEVP-Certified School. is the program utilized by the U.S. Department of Homeland Security to manage the Student and Exchange Visitor Information System (SEVIS). is a web-based database used to maintain and share information about nonimmigrant students and exchange visitors in the United States.
Application Requirements
As of August 1, 2024, SCC no longer accepts admissions applications from prospective students outside the United States (U.S.) who are not already in possession of an 鈥淚nitial I-20鈥 and F-1 visa. Canadian citizens may apply as they do not need an F-1 visa for U.S. entry. SCC also accepts admissions applications from the following:
International Transfers Students
An international 鈥渢ransfer student鈥 refers to an individual who already has an F-1 visa and an I-20 for attendance at a college or university in the U.S. Transfer students may apply for admission in either Active or Initial SEVIS status only. SCC cannot accept students in terminated or completed status.
Change-of-Status Students
A 鈥渃hange-of-status鈥 student refers to an individual who is inside the U.S. with a valid visa that allows them to apply to the U.S. government to change their current nonimmigrant status to F-1 Student for the purpose of completing a program of study, provided they timely file their application.

All prospective transfer and change-of-status international students are required to submit several electronic forms and upload supporting documentation as instructed in this section. Some forms must be completed by the student, and others must be completed by another person(s). Please note: There are multiple documents requested in Step 5.
Step 1
Student submits the electronic
To complete this application, you will be required to either log in with an existing StarID and password or create a new StarID and password. It is very important that you remember or securely store your StarID and password because you will not only need them during the application process, but you will also require their use throughout your time as a student at 色中色.
Step 2
Student submits the electronic
This application asks for more in-depth information that is used in the creation and maintenance of the Form I-20, 鈥淐ertificate of Eligibility for Nonimmigrant Student Status.鈥
Step 3
The individual(s) or government financially sponsoring the international student must complete the electronic .
- If you have more than one financial sponsor, each sponsor will need to submit a separate copy of this form, indicating how much sponsorship they are willing to provide.
- A separate bank statement for each sponsor is also required.
Step 4
色中色 must receive or have access to college/university transcripts for all education institutions attended inside the U.S.
- For schools belonging to the (MN State) system, 色中色 can access your unofficial transcript(s), provided you do not have any unpaid balances with those institutions. We cannot admit students until unpaid balances are paid in full.
- For schools that do not belong to the MN State system, you must contact your current/previous school(s) to request official transcript(s) be sent directly to

Step 5
Student uses the secure button at the end of this section to upload all the following (unless otherwise noted) (log in with StarID and password is required):
- On the login screen, choose 鈥溕猩 from the 鈥淐urrent College鈥 dropdown list.
- Once logged in, choose 鈥淚nternational Students鈥 in the "Department" dropdown menu.
- You may upload all documents in one submission, provided the submission size does not exceed 5 MB.
- If your total file size is too big, please upload your documents separately:
1. A notarized bank statement for each financial sponsor that meets the following requirements:
- The bank statement must be in English.
- The bank statement must be dated within the last two months.
- The bank statement must be notarized.
- A notarized bank statement means that a notary (person) has signed and attested that the bank statement is original and appears genuine.
- Any supporting letters from the bank must also be notarized.
- The account holder's name on the bank statement must match the name of the sponsor who submits the International Student Financial Form.
- The statement must show an available balance of at least $23,395.00. This represents 色中色鈥檚 Estimated Annual Expenses (including tuition and fees, required health insurance, living expenses, etc.) for the 2024-2025 academic year.
2. High-quality scans or photos of high school (secondary school) and/or college/university transcripts (if applicable) for all education institutions attended outside the U.S.
3. High-quality scans or photos of your passport photo page and visa photo page (if applicable)
4. A completed Immunization Record for Students form (this is a fillable PDF form, so you will need to complete it, save it, and upload it)
- If you have previously attended a college or university in the state of Minnesota, please complete the top of the form and Part 2.
- If you have not attended a college or university in the state of Minnesota, please complete the top of the form and Part 3.
5. If you are not from a country with English as an official language and/or as the language of instruction in higher education as listed on the International Student Application, we require proof of your English language proficiency via one of the following options:
- English proficiency test score
- 鈥 Score of 95 or higher
- 鈥 Score of 109 or higher
- 鈥 Score of 5.5 or higher
- 鈥 Score of 47 or higher
- 鈥 Paper TOEFL: Score of 500 or higher; Web TOEFL IBT: Score of 61 or higher
- OR -
- Evidence of English proficiency attained inside the U.S. Students transferring from another U.S. college or university may satisfy the requirement after completion of an English composition course with a grade of C or higher.
Please remember: If you are from a country with English as an official language and/or as the language of instruction in higher education, we do not require evidence of English proficiency.

- All international students who wish to study in the United States must understand federal regulations regarding . Students must declare a major, and study on a full-time basis for a minimum of 12 credits per semester.

- The only exception to this rule is if a student is sponsored by their home country (e.g., a Saudi Arabian Cultural Mission (SACM) student). If your home government is sponsoring you to study in the U.S., including purchasing health insurance coverage for you, you must email documentary evidence to:

You need JavaScript enabled to view it. . - Continuing and fall-admitted students will be billed for health insurance annually (in early July each year) via their student account, and payment is due by July 31 each year. For spring-admitted students, the annual amount is pro-rated and payment is due by December 1.
- Students will have all of their registered courses dropped for nonpayment if health insurance is not paid by established deadlines. Students graduating partway through the insurance coverage period (August 10 - August 9) can request a refund for any unused, unrequired health insurance after the date of graduation.

- Pay international student health insurance in full, (unless you have provided evidence that your home government is fully sponsoring you to attend college/university in the U.S.). A pro-rated charge for student health insurance will be added to your student account, and help and information about how to pay this charge will be provided.
Transferring Postsecondary Credits Obtained Outside the U.S.
To determine U.S. diploma/degree equivalency and transfer foreign postsecondary credits into the U.S. education system, there are a number of organizations that can help. This is a paid service, but it is extremely valuable. The following are two of the most frequently used companies:

Working and Maintaining Lawful Status
- On-campus employment laws governing international students are complex. Since nonimmigrant students are ineligible for federal financial aid, traditional 鈥渨ork-study鈥 jobs on campus are not permissible. However, an F-1 student may accept an on-campus job only if the position is funded by departmental or institutional dollars at the college. F-1 students must fully understand and adhere to laws.

- Off-campus employment laws governing international students are complex, and students must complete one academic year of study in the U.S. before they are eligible to apply to the U.S. government for work authorization. F-1 students must fully understand and adhere to laws. There are two types of off-campus employment authorization:

- Curricular Practical Training (CPT) is a training opportunity that occurs during a student鈥檚 program of study, before graduation, and it must be integral to the school鈥檚 established curriculum. F-1 students must complete one academic year of study in the U.S. before they are eligible for CPT.

- Optional Practical Training (OPT) is another practical training opportunity. There are two types of OPT:
- Pre-Completion OPT - occurs before the student graduates
